TOKYO -- U.S. chipmaker Western Digital is finalizing plans to spin off its semiconductor memory business and combine it with Japan's Kioxia Holdings in a bid to boost competitiveness, Nikkei has learned.

Western Digital is working with financial institutions to set the loan terms and other conditions.
