HANOI -- Leaders from Japanese prefectural governments are flocking to Vietnam as they hunt for business opportunities and promising talent.

The governors of nine prefectures traveled to the Southeast Asian country in 2024. Their delegations often included representatives from not only manufacturers, but also restaurant operators and other companies not typically reliant on foreign markets.
