BEIJING -- Chinese lawmakers have begun deliberating a draft law that would prohibit preschools from teaching at an elementary school level, part of a campaign to foster a more equitable society as parents cope with the rising costs of education.

Many Chinese families invest heavily in their children's education, driven by the country's numerous one-child households. This focus on education begins even before compulsory schooling.
