SEOUL -- Once propelled by a decisive leadership, Samsung Electronics now finds itself falling behind competitors including Apple and Taiwan Semiconductor Manufacturing Co. (TSMC), as senior management shies away from risk.

One person tasked with research and development at the South Korean conglomerate could not forget the words said by a direct supervisor last fall.
