HONG KONG -- Shanghai Electric Power has abandoned a project that was supposed to produce clean energy in China's Xinjiang region but instead created a new source of pollution.
The state-owned utility's Hami Xuanli Power Generation Project was designed to convert emissions from coal tar plants in an industrial park into electricity through combined gas and steam turbines.
