HAMBURG, Germany -- The European Union and Taiwan have reached an understanding on a World Trade Organization dispute over the island's offshore wind projects that could open up Asia's second-largest wind industry and accelerate construction.

The European Commission, the EU's executive arm, said on Nov. 8 that Taiwan will remove localization requirements from any future allocation of projects, either as a condition for eligibility or as an award criteria.
