ALMATY -- Kazakhs vote on Sunday in a landmark referendum on whether the country should build a new nuclear power plant. But critics say the vote goes beyond the construction of an energy facility: It's also a referendum on Russian influence over its smaller neighbor.

Companies from China, France, Japan and South Korea are shortlisted to submit bids, but Russia's Rosatom is regarded as the frontrunner to build a plant that could cost up to $15 billion.
