HANOI -- Vietnam's government is rushing to stabilize power supplies after a wave of blackouts over the summer disrupted the lives of millions of residents and darkened the outlook for business in one of Asia's fastest-growing economies.
Scorching summer weather dried reservoirs that feed key hydropower plants in northern Vietnam while firing up demand for electricity as places such as shops, offices and homes cranked up their air conditioning. That stoked power cuts around the Southeast Asian nation, hitting households hard and forcing many factories to curb their operations, with fears mounting over similar risks in the years ahead.
