TOKYO -- The court injunction issued Wednesday shutting down a pair of reactors run by Kansai Electric Power sets a steep hurdle for Japanese nuclear plant operators attempting to restart their facilities.

The latest court order by a district court in Shiga Prefecture comes after a previous injunction issued last April by another district court in neighboring Fukui Prefecture, home of the two reactors. Both rulings originated from requests filed by local residents, with Shiga falling within the 70km-radius area that would be impacted by a disaster at the nuclear power plant.
