Japan turns to new utilities as post-meltdown costs swell

Tepco will continue to shoulder the costs of cleanup and decommissioning at the Fukushima Daiichi nuclear plant.

TOKYO -- Japan's industry ministry has proposed having new power providers help pay for compensating victims of the 2011 Fukushima Daiichi disaster and scrapping nuclear reactors, as big utilities struggle to keep up with ballooning costs.
