Nikkei balks before 17,000 as selling sets in

TOKYO -- The Nikkei Stock Average again failed to clear the 17,000 mark as investors who had been waiting for a rebound resorted to selling, a pattern that seems to repeat itself whenever the benchmark approaches this threshold.

The index has fallen for two straight sessions this week after almost reaching 17,000 on Friday.
