PARIS -- "Fashion is a right, not a privilege," Shein says in its new advertisement in France, as the fast-fashion online retailer ramps up a public relations campaign in Europe, where it has shifted its focus after the U.S. clamped down on small parcels.

The Singapore-headquartered Chinese retailer is firefighting on many fronts.
