Biden expands chip controls to curb China's global access to AI

New rules could hit Southeast Asia and other markets betting on data center boom

NEW YORK/WASHINGTON -- The Biden administration, in its last days, unveiled a fresh set of technology export curbs aimed at preventing China from accessing advanced chips and certain artificial intelligence technologies via third countries.

The rules, to be formally published Wednesday and then enforced after a 120-day comment period unless the incoming Trump administration alters or scraps them, categorize export destinations into three categories: allies and partners; adversaries; and, the biggest category, others.
