LIMA, Peru -- The Biden administration has finalized its $6.6 billion CHIPS Act grant to Taiwan Semiconductor Manufacturing Co., two months before president-elect Donald Trump returns to office.

The money will be disbursed in stages, contingent on the company hitting project milestones, but TSMC is expected to receive at least $1 billion by the end of this year, senior administration officials said.
