South Korea to track travel by chip engineers as tech leaks grow

New defenses against Chinese headhunting also cover batteries, OLEDs and more

Workers in a semiconductor factory in South Korea, where chips are considered a pillar of the economy and accounted for about 20% of total exports in 2021.

SEOUL -- South Korea will create a database of chip engineers to monitor their travel in and out of the country in a bid to discourage poaching by Chinese companies and keep key technology from making its way into foreign hands.

The measure forms part of a five-year plan to bolster intellectual property safeguards assembled by a number of government agencies, including the industry and justice ministries, the Korean Intellectual Property Office, and the National Intelligence Service.
