SEOUL -- South Korea will create a database of chip engineers to monitor their travel in and out of the country in a bid to discourage poaching by Chinese companies and keep key technology from making its way into foreign hands.
The measure forms part of a five-year plan to bolster intellectual property safeguards assembled by a number of government agencies, including the industry and justice ministries, the Korean Intellectual Property Office, and the National Intelligence Service.
