TOKYO -- U.S. Ambassador to Japan Rahm Emanuel on Monday stressed that technology should be guided toward its "original premise and promise" of "empowering" people, rather than oppressing them, during a webinar organized by the Japanese government and Nikkei.

Naming China, Russia, Iran and North Korea, the ambassador argued that their governments have used technology "not to empower but to enslave."
