HO CHI MINH CITY -- Vietnam is mulling data consent and foreign transfer rules for the technology sector that critics say threaten to stifle innovation and widen the trade imbalance with America, at a time when the incoming U.S. president is expected to strike out at trade rivals.
Vietnam, which is trying to make a name for itself in fields like chips and artificial intelligence, modeled the proposal partly on China, according to multiple lawyers giving the government input on the draft.
