TOKYO -- Japan's NTT Docomo and NEC will develop a high-speed communications network in Indonesia through a joint venture, leveraging Japanese government assistance to cultivate the market and take on Chinese competitors like Huawei Technologies.

Orex Sai, the venture between the mobile carrier and the electronics group, has signed a memorandum of understanding with Indonesian communications company Solusi Sinergi Digital, better known as Surge, to explore a collaboration. The companies aim to conclude a deal before April.
