MANILA -- China Telecom-backed Dito Telecommunity on Friday scored a first-round victory in its bid to punish larger rivals for allegedly violating network interconnection agreements, which the Philippine mobile challenger claims has impaired its services.

The Philippine Competition Commission said it found "reasonable grounds to open a preliminary inquiry" into the complaints filed by Dito against Globe Telecom and Smart Communications, the wireless arm of PLDT.
