TOKYO -- Japan will consider lowering the minimum age for train drivers from 20 to 18 as it seeks to alleviate personnel shortages on regional lines.

The Ministry of Land, Infrastructure, Transport and Tourism has set up an expert panel to discuss the issue with an eye toward revising the rules on the national examination as early as fiscal 2024.
