CHIBA, Japan -- Work to expand Narita Airport near Tokyo is getting into full swing, with the ambitious project set for completion in 2029. Narita International Airport Corp. (NAA), the airport's operator, will soon launch full-scale construction to build a new runway and extend an existing one -- a project called the airport's "second grand opening."

But because not all the land required to complete the project has been purchased, NAA is trying to balance the expansion with the concerns of local communities.
