BANGKOK -- Tropical resorts in Thailand, where temperatures hover around 30 C throughout the year, are attracting foreign tourists seeking refuge from a spate of global heat waves.

"Thailand is humid but a lot cooler than my hometown," said Joseph, a 33-year-old Californian at a bar in central Bangkok's bustling Sukhumvit district on July 23. "It's heaven as long as I have beer."
