Urayasu juggles dual roles as tourist destination and commuter town

CHIBA, Japan -- The Japanese city of Urayasu -- home to Tokyo Disney Resort -- is preparing to start taxing tourists as early as fiscal 2026 to better balance the needs of its residents and almost 30 million yearly visitors.

Originally a small fishing village, Urayasu developed into a commuter town for Tokyo in the 1970s. Its convenient access to the capital, including service from two major commuter lines, has brought in many wealthy and dual-income households and grown Urayasu's population by six times in 50 years to more than 170,000.
