FUKUOKA, Japan -- Fukuoka Airport in southwestern Japan is known as the country's most congested air travel hub, with a second runway that opened on Thursday unlikely to do much to address the bottleneck.

One day in late January, an All Nippon Airways flight from Tokyo's Haneda Airport circled for around half an hour above the airport, before landing around 10:30 p.m. Because the departure, too, was delayed by 30 minutes, the plane arrived more than an hour behind schedule.
