BEIJING -- China on Friday missed a meeting in Paris meant to get the ball rolling on a global forum for addressing the world's steel glut, spurring speculation that the country is trying to delay the effort.

Japan, the U.S., European countries and India were among those that attended. China reportedly gave advance notice of its absence.
