SIHANOUKVILLE, Cambodia Once a sleepy backwater, this southern coastal city is now ringing with the sound of construction.

Casinos have multiplied over the past year, towering awkwardly behind Sihanoukville's cheap hostels and burger vans, and more are going up as Chinese investors pump money into the city's property and gaming industries.
