NEW DELHI -- "Are you upset with me for the demonetization? Are you burning my effigies?" Prime Minister Narendra Modi demanded of voters during a high-octane campaign in the state of Himachal Pradesh as it approached a regional election on Nov. 9.

"No," the crowd roared back.
