Snow and wreckage leave victims stranded and exposed to the elements

TOKYO -- Snowfall and severe cold are fueling fears of secondary deaths relating to the earthquake that struck Noto Peninsula last week.

As of Monday, the quake has claimed 168 lives in Ishikawa prefecture, and 323 people remain missing. Prime Minister Fumio Kishida said on Monday he will designate the earthquake as a disaster of extreme severity.
