TOKYO -- A majority of the wards in Tokyo do not have emergency preparedness measures specifically directed toward international visitors, a Nikkei survey shows, underscoring the urgent need to create such plans to prevent chaos should a disaster strike.

The findings come at a time when international tourism is booming in Japan, one of the most earthquake-prone countries in the world, and foreign tourists are flocking to the nation's capital.
