SEOUL -- South Korean President Moon Jae-in is splashing the cash in a bid to claw back support from a public unhappy with his economic policies.

Moon's government on Friday will submit to parliament a plan for the biggest budget increase since the height of the global financial crisis in 2009. In a country where the youth unemployment rate is more than 10%, the focus is on jobs.
