BANGKOK -- The Thai cabinet has finally approved 10,000 baht ($300) handouts to poor and disadvantaged people next week, with the finance minister predicting that the scaled-back initiative will spur consumption in an economy that is growing slower than most in the region. 

The money is to be handed out in multiple phases with 14.5 million people deemed to be vulnerable being paid in the first tranche.
