TOKYO -- As China floods the world with cheap steel, anti-dumping investigations are increasingly targeting not only Chinese steelmakers, but also exporters from Japan.

South Africa announced on Sept. 20 an investigation into alleged dumping of flat-rolled products by China, Japan and Taiwan. If they are found to have sold at unfairly low prices that harm South African industry, tariffs equivalent to the price differentials will be imposed.
