BRUSSELS -- A top European Union official has urged Japan to contribute to a Marshall Plan-style trust fund to support war-racked Ukraine's humanitarian, administrative and reconstruction needs.

Charles Michel, president of the European Council, issued the call ahead of an EU-Japan summit in Tokyo this week as Russia's invasion of Ukraine stretches deep into its third month.
