BRUSSELS -- As North Korean troops join Russia's war against Ukraine, European Commission Vice-President Josep Borrell has pledged an "appropriate response" to Pyongyang's "unilateral hostile act."

His comments in a written interview with Nikkei Asia come as the EU's foreign policy chief visits Tokyo on Friday for meetings with Japanese Foreign Minister Takeshi Iwaya and Minister for Defense Gen Nakatani. Next week, Borrell travels to Seoul for security talks with senior officials.
