SINGAPORE -- The U.S. and China need to engage at the "top level" to build trust, said Singapore's Prime Minister Lee Hsien Loong, expressing hope that the countries' leaders can make progress in defusing trade tensions on the sidelines of the G-20 summit in Osaka this week.
