TOKYO -- The United Nations' chief tech envoy said greater investment is needed to provide internet access to about a third of the world that remains unconnected.

"Lack of universal connectivity is a very, very important problem," said Amandeep Singh Gill, who leads U.N. efforts to enhance digital cooperation among member states, in an interview with Nikkei Asia.
