Tokyo market's climb hinges on restraint in Washington

Strong yen, trade frictions could keep Nikkei index from retaking 20,000

TOKYO -- Global economic growth and a fair outlook for earnings put the Nikkei Stock Average within reasonable reach of a return to 20,000 -- that is, if the U.S. cuts back on the political bombshells that have sent investors scurrying for shelter.
