Community cannot be based simply on position outside the Global North

The Global South has emerged as a focus of diplomatic attention. Indian Minister of External Affairs S. Jaishankar spoke recently in Mozambique of bringing the Global South together. Last month, Brazilian President Luiz Inacio Lula da Silva hailed the New Development Bank in Shanghai as the "great bank of the Global South."
