Defeated in four previous bids for the Liberal Democratic Party's (LDP) leadership, Shigeru Ishiba increasingly appeared to be an afterthought in the party, an "opposition party within the ruling party" who offered an idealistic vision for governing Japan that seemed of little interest to his colleagues, even as it continued to appeal to voters.
