NEW DELHI -- Afghan President Ashraf Ghani has announced his new cabinet three and a half months after he was sworn in, finally reaching an agreement with his rival.

The process of forming a government was delayed because Abdullah Abdullah, who fought with Ghani in the presidential election last June, requested strongly that his faction receive more key cabinet posts. Abdullah himself serves as government chief executive, a newly created position.
