After 116 hours, debate over Japanese defense bills barely off the ground

TOKYO -- Japanese lawmakers spent some 116 hours debating the pros and cons of sweeping defense bills -- the sixth-longest period of deliberation to date -- before the measures were rammed through a parliamentary committee Wednesday. But for all the time spent, lawmakers did not go far beyond the basic question of whether or not the legislation is constitutional.
