BALLINA, Australia -- In the quiet coastal town of Ballina, an eight-hour drive from Sydney, Jaala is hopeful that neither major party emerges with enough seats in this weekend's election to govern alone.

A minority government, she thinks, will better serve the interests of her seaside community. The young mother of two is among a growing number of Australians who, in pursuit of the action they want to see from government, plan to vote for a third party or independent candidate.
