Biden says he thinks Putin will 'move in' on Ukraine

China has not yet fulfilled 'phase one' commitments, president notes

NEW YORK -- U.S. President Joe Biden said he expects Russian President Vladimir Putin to "move in" on Ukraine, but warned that Moscow would "pay a stiff price, immediately, near term, medium term and long term," if it were to invade. 

"I'm not sure he ... is certain what he's going to do," Biden said in a news conference, his first such solo appearance at the White House since last March. "My guess is he will move in -- he has to do something."
