TOKYO -- Even with the United Nations Security Council agreeing to condemn North Korea's recent missile tests, an accord on sanctions with enough bite to hurt Pyongyang will be tougher to achieve as key players China and Russia balk at going much further.

The Security Council adopted a statement at a Tuesday meeting in New York calling for Pyongyang to immediately cease all missile launches. The decision was unanimous, with even veto-wielding China and Russia in support.
