BEIJING -- China on Wednesday promoted a key military engineer to the top rank of general, highlighting its growing tensions with the U.S. not only on trade but also on security.
Li Shangfu, who heads the Chinese military's Equipment Development Department, had been sanctioned by the U.S. in September 2018 for engaging in "significant transactions" with Russian military entities in violation of Washington's sanctions against Moscow.
