TOKYO -- Japan's ruling coalition will consider easing curbs on the transfer of arms and ammunition to friendly nations during a crisis, as it resumes debate on changes to rules covering defense exports.

The proposed exception is designed to speed cooperation between the Japanese Self-Defense Forces and their partners during a crisis in or around Japan, such as an invasion of its remote islands.
