TOKYO -- Japan aims to shorten the time it takes for defense equipment to go from the drawing board to the battlefield with a new approach lets small batches of gear be put to use before mass production.

The shift to this "agile" approach, which will begin in fiscal 2023, is meant to reflect advances in private-sector technology as they happen.
