TOKYO -- Japan should move quickly to scrap rules limiting arms transfers to a few specific uses, former senior defense officials argue in a set of recommendations that could significantly broaden the country's exports.
The document, due out as soon as Tuesday, calls for allowing exports beyond the current five low-lethality uses of rescue, transport, warning, surveillance and minesweeping.
