TOKYO -- Japan plans to permit exports of all defense equipment produced under foreign licenses to the countries where those patent holders are based, in a loosening of the nation's rules on arms trade.
A working group under the ruling Liberal Democratic Party and coalition partner Komeito agreed on new recommendations Wednesday.
