LONDON -- A "malign actor" hacked the British military's payroll system, and the government "cannot rule out" foreign state involvement, Defence Secretary Grant Shapps told lawmakers Tuesday, following media reports alleging that China was behind the breach.

Addressing Parliament, Shapps refused to link the cyberattack to China despite numerous attempts by lawmakers to do so.
